How likely is it that a family would reuse part of a Hebrew name?


I posted a question quite a while ago about “Shalom Mendel” vs. “Sam Mendel.” I’ve been able to establish that they were brothers, at the very least, and possibly the same person. If they were brothers, they were born about a year apart. So I’m wondering if it’s likely, based on the usual avoidance of naming children after living relatives, that the family would have named two sons S— Mendel within a year, or if this means the first son had probably died by the time the second one was named, or if, again, they were the same person.
